That's the idea.

The OP gave a general question but the best hero builds are those customized for the area, so why not leave those skill slots customizable depending on the area that you are in?

A generic 3-heroes build can only anticipate the area needs to a point and they usually provide more heals/prot than necessary so that it can be successful in most areas of the game without change for the lazy players. This means they are usually not optimal for any particular area. It is up to you to customize your favorite 3-heroes build to the area.

I understand you Will need to swap some skills for hex heavy areas and such, but the basics are good I guess?

I don't like spirit spammers outside tough instances. They shine when you precast spirits and pull mobs to them but when mobs are piss easy, you can just c+space everything in which case spirits will always be planted over 9000 meters away from the battle and thus become borderline useless (unless you're in a condi heavy area and need something to fuel MBaS).
